Rates under interbank credits are at level of 2-4 % annual, and in the near future this tendency will remain, – the financial analyst Alexander Ohrimenko, the adviser of the chairman of board Ukrgazbank  considers. – According to official statistics NBU, rates under the credits which are given out by banks to borrowers, let slowly, but decrease. However this reduction is caused, basically, re-structuring of old credit contracts in which the bank system actively is engaged today and in which she will be engaged in the near future. As the positive factor it is possible to note the begun process of renewal before the suspended demand lines of credit for borrowers. Unfortunately, there is unresolved the most important question – the further prospect of crediting of borrowers. Population crediting remains in the course of renewal of old credits on new.

Perhaps, the most successful way of struggle against a pent-up demand was offered by developer company Europe which builds a cottage complex Olimpik-park near Kiev. Except the objective reasons – world financial crisis and absence of accessible hypothecary crediting – crisis was promoted by psychological factors: a panic because of course jumps, mistrust to banks and builders. And, of course, an inconsistent state policy in the market of the primary real estate. To expect, that crisis will manage to be overcome completely at least to autumn of this year, according to experts, it is not necessary. In 2008 only in Kiev it has been sold 21 kiev apartments, – the director of the company Ukrainian trading guild Vitaly Bojko speaks. – Under forecasts, this year the quantity of the sold apartments will be cut by half.

According to the Union of experts of the real estate of Ukraine, record falling of the prices has occurred in a segment of one-room apartments. If in І quarter 2008 the square metre in one-room apartments cost 3333 dollars in І quarter 2009 price has decreased to 1878 dollars. The prices for two-room apartments have fallen to 39 %, three-room – on 38 %. The main reasons of so prompt collapse of the prices name turning of hypothecary crediting and depreciation of ukrainian hryvnya. At the same time experts of the market of the real estate are full of optimism. In their opinion, the prices for one-room apartments have reached a bottom.  Already now the quantity of transactions on one-room apartments has increased, – the president of the Union of experts of the real estate Alexander Rubanov has declared. Full recover of the domestic market of the real estate is expected by 2010, right after carrying out of presidential elections.

Since March Europe sells cottages by means of the Program Protection of investments into the real estate. This scheme simultaneously combines both interest-free instalments, and possibility of reception of the discount to 30 % at home ownership purchase. According to the Program, after signing of the contract on cottage purchase, the buyer within 10 months by instalments pays 70 % from home ownership cost. For this time the company builds a cottage. In 10 months the remained 30 % of cost the buyer does not pay, because final payment decreases according to change of the prices which has occurred in the market for this time. As a result final payment can decrease several times, or even at all it is not required. In Ukraine the independent companies are engaged in research of changes of the prices for the real estate some.

Today we observe other extreme measure: the panic moods which are warmed up by numerous publications and irresponsible statements of politicians, have forced to believe millions people, that the real estate market will fall off several times. Many experts consider, that the basic falling of the prices has already occurred. And when the next lifting will begin anybody as practically on all kinds of the real estate in Ukraine nobody cancelled enormous deficiency does not know. I have two news – good and not so. Good – the Ukrainian room market which in November-December became вмертвую, starts to show life signs. Certainly, before the present revival while it is far: experts predict, that this year the quantity of the sold apartments will be reduced twice in comparison with 2008. But transactions have started to be made, and it has caused not so pleasant news
